Mayor Franco is serving his 8th term as Mayor and previously served on the Town Council and the Anthony Independent School District.  Born in Anthony, Texas, he graduated from Gadsden High School and attended New Mexico State University.  He currently serves as President of the Rio Grande Council of Government, member of El Paso MPO, Solid Waste Advisory Committee Member, and was appointed to the Board of the West Texas Regional Review Committee.
